What is Plastic Waste?

Plastic waste refers to discarded plastic materials — from packaging, bottles, and bags to industrial plastic components — that are no longer in use. Improper disposal of plastics leads to land, water, and air pollution, threatening ecosystems and public health.

With India generating over 3.4 million tonnes of plastic waste annually, effective waste management is crucial to achieve a sustainable and circular economy.

Legal Framework: Plastic Waste Management Rules, 2016 (Amended 2022)

India’s Plastic Waste Management (PWM) Rules, 2016, notified by the Ministry of Environment, Forest and Climate Change (MoEF&CC), provide a legal framework for the environmentally sound management of plastic waste. These were amended in 2022 to include stronger enforcement and accountability mechanisms.

Key Provisions of PWM Rules

Extended Producer Responsibility (EPR)

Producers, Importers, and Brand Owners (PIBOs) must:

  • Register on the CPCB EPR portal
  • Collect and recycle equivalent amounts of plastic they introduce into the market
  • Submit annual plastic waste management reports

Classification of Plastics:

Plastic is categorized based on recyclability and utility:

  • Category I – Rigid plastic packaging
  • Category II – Flexible packaging
  • Category III – Multilayered plastic
  • Category IV – Compostable plastic
    Ban on Single-Use Plastics (SUPs)

From July 1, 2022, the manufacture, sale, and use of identified single-use plastic items (such as straws, plates, cutlery, and earbuds) has been prohibited.

The PWM Rules apply to:

  • Manufacturers and importers of plastic packaging
  • Brand owners, including e-commerce companies
  • Retailers, distributors, and recyclers
  • Local bodies and urban authorities for collection and segregation
