Details of USED OIL-SERVICE

Used oil refers to any petroleum-based or synthetic oil that has been used in engines, gearboxes, hydraulics, or industrial machinery and is no longer suitable for its original purpose. Used oil becomes contaminated with dirt, metal particles, or chemicals and poses serious environmental and health hazards if not handled properly.
Regulatory Framework: Hazardous and Other Wastes (Management & Transboundary Movement) Rules, 2016

Used oil is classified as hazardous waste under India’s Hazardous and Other Wastes (Management and Transboundary Movement) Rules, 2016, notified by the Ministry of Environment, Forest and Climate Change (MoEF&CC).

These rules mandate safe collection, storage, transportation, and recycling of used oil by authorized handlers only.

Responsibilities of Stakeholders

Generators (e.g., service centers, industries)

  • Maintain records of used oil generation
  • Store used oil in leak-proof, labeled containers
  • Sell or hand over used oil only to authorized recyclers or re-refiners

Recyclers & Re-refiners

  • Obtain authorization from State Pollution Control Boards (SPCBs)
  • Follow approved processes for re-refining or co-processing
  • Submit annual reports on recycling and recovery

Transporters

  • Transport only in approved vehicles with proper labeling
  • Maintain tracking records and follow safety protocols

Used oil can be reprocessed into base oil, fuel, or lubricants. Waste oil, which contains persistent pollutants, must be incinerated or disposed of in hazardous waste facilities.
